The Consulting Report is pleased to announce The Top 50 Government Consultants and Leaders of 2022. These individuals were chosen following a comprehensive evaluation of consulting leaders with expertise advising at the federal, state, or local levels. Particular consideration was paid to their career achievements, demonstrated leadership capabilities, and impact on the industry.
In 2020, U.S. government spending was equivalent to roughly 47.8% of GDP, and that puts it squarely in the middle of the pack for OECD countries. While state and local government expenditures may be smaller, the need to balance budgets at these levels is often paramount. Thus, expert guidance on how to optimize the impact of government spending is invaluable, particularly given the unprecedented confluence of ongoing economic, political, public health, and environmental crises currently facing governments.
A prime example of excellence in public sector consulting is Elaine Beeman, Chief Leadership Officer and Civilian Portfolio Lead for Accenture Federal Services, who supports federal agencies in achieving their strategic, operational, and technology mission goals to deliver meaningful impact for the American people. Meanwhile, President of Raytheon Intelligence & Space Roy Azevedo’s public sector remit is a more focused one. He leads a business of 37,000 employees and is responsible for a broad portfolio, including advanced sensors, training, and cyber and software solutions. And Bob Genter, President of the Defense and Civilian Sector of SAIC, is responsible for leading the growth strategy, business development, and service delivery and execution for the sector, which represents $4.7 billion of SAIC’s business.
Each nominee for this year’s list was evaluated based on a range of factors, including their tenure within the industry and their proven capabilities in advising government and government-related organizations. Also considered were their contributions to their firms in achieving major milestones and effectuating mission-based objectives. 1. Judi Dotson
Company: Booz Allen Hamilton
Title: President – Global Defense Sector
Judi Dotson leads Booz Allen Hamilton’s Global Defense Sector and is a member of the firm’s leadership team. With more than 32 years of experience in consulting services, she is well-versed in leading diverse teams with deep mission understanding. She currently oversees teams that provide the Department of Defense (DoD) with functional expertise in artificial intelligence, machine learning, next-generation data solutions, cyber, advanced software development, and more.
Prior to her current role, Dotson led the firm’s National Security Sector, leading teams with expertise in cybersecurity; engineering and science; analytics; digital services and mobility; and strategy, organizational development, and workforce management. Earlier in her career, she led the firm’s work with the Joint Combatant Commands (JCC). Her clients included the Defense Advanced Research Projects Agency (DARPA), the Defense Threat Reduction Agency (DTRA), the Chief Information Officer (CIO), the Defense Information Systems Agency (DISA), and the Combatant Commands. Collaborating with these organizations, Dotson and her teams developed market strategies, led business and contract capture activities, and oversaw delivery. She was also responsible for recruiting, developing, and delivering talented teams that consistently exceeded customer expectations.
As a testament to her deep expertise and client support, Dotson was named one of WashingtonExec’s Top 25 Executives to Watch in 2021. She has held several internal leadership roles, including serving as a member of the Booz Allen Excellence Awards Committee, the Partnership for Public Service Executive Committee, the Facilities Governance Board, and the Women's Golf Network Sponsor. She received a Bachelor of Science in computer science from the University of Maryland.
2. Emma Gibbs
Company: McKinsey & Company
Title: Partner
Emma Gibbs is a Partner in McKinsey & Company’s London Office, where she leads the Strategy & Corporate Finance Hub and is a core member of the Public Sector Practice. Gibbs spends much of her time working with government agencies and state-owned institutions as they make sustainable strategic decisions, deliver ambitious sustainable transformations, and improve value for money, often managing complexities at the interface of the public and private sectors.
McKinsey Quarterly and the Harvard Business Review have published Gibbs’ insights on strategic topics. She contributes to McKinsey Center for Government and McKinsey Sustainability research and has written McKinsey Global Institute research on advancing women’s equality in the United Kingdom. She holds a first-class honours degree in manufacturing engineering from Cambridge University and MBAs from Columbia and London Business Schools. She first joined McKinsey as a business analyst in London and later worked on international development strategies with governments, UN agencies, and non-governmental organizations before returning to McKinsey. Gibbs is also a trustee of Sands (Stillbirth and Neonatal Death Charity).
3. Roy Azevedo
Company: Raytheon Technologies
Title: President
Roy Azevedo is President of Raytheon Intelligence & Space, a business of Raytheon Technologies. He leads a business of 37,000 employees and is responsible for a broad portfolio, including advanced sensors, training, and cyber and software solutions.
Azevedo has more than 30 years of executive leadership experience in aerospace and defense. Most recently, he served as President of Raytheon Company’s Space and Airborne Systems business prior to Raytheon Company’s merger with United Technologies Corporation in 2020.
Prior to that, Azevedo was vice president and general manager of Raytheon’s Intelligence, Surveillance, and Reconnaissance Systems mission area. He has also been vice president and general manager of the Secure Sensor Solutions mission area. Azevedo serves on the boards of directors for Raytheon Saudi Arabia, Raytheon United Kingdom, and Raytheon Australia. He is the chairman of RAYPAC, the company’s employee-funded political action committee. He holds a bachelor’s degree in electrical engineering from Northeastern University.
4. Richard Crowe
Company: Booz Allen Hamilton
Title: President
Richard Crowe leads Booz Allen Hamilton’s civil business and is a member of the firm’s leadership team. He drives growth by modernizing and transforming missions across federal civilian departments and agencies. In his 18+ years at Booz Allen, he has led some of the firm’s largest programs supporting challenging client missions across the business.
Previously, Crowe was Booz Allen’s chief growth officer, building a best-in-class business development organization aligned to the firm’s business strategy and growth. He also led Booz Allen’s Health business, where he oversaw a team of more than 2,700 technologists, scientists, clinicians, and consultants supporting mission-critical initiatives, including the modernization of major electronic health records systems and the application of artificial intelligence in the healthcare space. Prior to that, he presided over the firm’s entire portfolio of work supporting the Department of Veterans Affairs (VA). He has more than 30 years of strategy development and technology delivery experience, and in 2021 won WashingtonExec's Pinnacle Award for Business Development Executive of the Year.
Before joining Booz Allen in 2004, Crowe was the chief technical officer at PlasmaSol Corp. There, he led a team of engineers, physicists, chemists, and technicians in developing custom plasma-based applications for dual use in counterterrorism and medical applications. He also provided technical leadership in intellectual property management and product development proposal assessments, as well as expertise in technology strategy plan development and merger and acquisition strategies. Crowe is the author of seven patents related to the method and application of non-equilibrium plasmas. He holds a Master of Science in technology management from Stevens Institute of Technology and a Bachelor of Engineering in electrical engineering from the State University of New York Maritime College.
5. Vincent Chin
Company: BCG
Title: Global Vice Chair – Public Sector Practice
This is the 2nd consecutive year Vincent Chin has been named to this list. He embodies three fundamental qualities that make him one of the most impactful consultants working with governments:
First, Chin is a bold, visionary thinker fusing his experiences in formulating and enacting breakthrough models in public, private, and social sectors. He has the courage, conviction, and charisma to put the most difficult challenges to the client, thereby ensuring they go beyond the incremental in their solutions. Second, with a background in eastern philosophies, Chin preternaturally understands the full context of his clients and therefore shapes the right answers, taking into account their constraints and conflicts rather than foisting a “best practice” answer from elsewhere. Thirdly, together with the full strength of BCG’s industry sectors and functional expertise, Chin and the team design solutions to impact at scale rather than to plan, guided by proven principles of “Thinking Big, Starting Small & Scaling Fast.”
Chin is now the Global Vice Chair of BCG’s Public Sector Practice. He is based out of Singapore and devotes much of his time to helping developing countries and the disadvantaged segments of society so that no one is left behind.
6. Anshu Vats

Title: Partner and Global Lead of Public Sector and Policy Practice
As a Partner and the Global Lead of Oliver Wyman’s Public Sector and Policy Practice, Anshu Vats advises senior regional government, defense, and commerce leaders. Vats’ expertise spans national economic development policies, country competitiveness, national capacity, and capability building, though his primary focus is on the realization of benefits from the nation-building efforts of governments.
Vats credits his early experience in teaching and his fintech start-up roots with instilling a desire for social impact with transparency as a primary requirement in his career. He is a serial entrepreneur with a more than 30-year track record of building and growing advisory businesses at the regional and global levels.
Vats also serves as the CEO for Oliver Wyman UAE and is a member of the firm’s Global Leadership Team. Prior to Oliver Wyman, he established and led Kearney’s EMEA Government and Economic Development practice. Before that, he established, led, and grew various advisory businesses for major global strategy consulting firms in the Asia-Pacific region. Vats holds an MBA in marketing and operations from Massey University in New Zealand.
7. Petter Kilefors
Company: Arthur D. Little
Title: Managing Partner – Nordic Region
Petter Kilefors is the Managing Partner for Arthur D. Little’s Nordic region. Arthur D. Little was founded in 1886 and is the world’s first management consulting firm. In 2002, at the age of 28, Kilefors was the youngest ever promoted to Partner at Arthur D. Little. In his 25+ years of experience, he has served about 300 clients in the public, private, and financial sectors. He has advised government offices and multilateral organizations on matters such as artificial intelligence, nuclear safety, consumer politics, sustainability, governance, and budget matters. His clients include the Prime Minister’s Office, the Ministry of Foreign Affairs & Trade, the Ministry of Finance, the Ministry of Agriculture, the Ministry of Integration & Equality, the Nordic Council of Ministers, and the Council of Baltic Sea States.
Kilefors is also a well-known advisor in the healthcare and life sciences, including to one of the world’s most prestigious hospitals, the Karolinska University Hospital. Early on in the pandemic, he was engaged by a large private nursing home provider to investigate the impact of COVID-19, and is currently engaged in investigating the learnings from the COVID-19 ramp-up for a state-owned airport.
Kilefors is the co-founder of “The Art of Case Cracking,” a top-rated course at the Stockholm School of Economics, and has published a significant number of articles, including “Demystifying robotics: A drone’s eye view” (2019) and “When Global Megatrends Run Amok: Growth strategy in an era of de-globalization, cybercrime, systemic competition … and European war” (2022). He earned a Master of Science in economics and business administration from the Stockholm School of Economics and a Master of Science in international business from the Rotterdam School of Management, Erasmus University.
8. Patrick Roche

Title: Senior Partner and Managing Director – London
Patrick Roche is a Senior Partner and the Managing Director of Boston Consulting Group's London office. BCG partners with leaders in business and society to tackle their most important challenges and capture their greatest opportunities. The firm was the pioneer in business strategy when it was founded in 1963. Today, it works closely with clients to embrace a transformational approach aimed at benefiting all stakeholders—empowering organizations to grow, build sustainable competitive advantage, and drive positive societal impact.
Roche has extensive experience working across industries and geographies on all aspects of strategy, transformation, and operations. He works particularly in the healthcare (biopharma, medtech) and public sectors and specializes in strategy and large-scale change. Prior to BCG, Roche served as a consultant for Deloitte. He earned a Master of Engineering in engineering science from the University of Oxford.
9. Robert Genter
Company: SAIC
Title: President – Defense and Civilian
Bob Genter is President of the Defense and Civilian Sector of SAIC, which encompasses the company’s defense and civilian business, including state and local, healthcare, and commercial customers. Genter is responsible for leading the sector’s growth strategy, business development, and service delivery and execution. The Defense and Civilian Sector represents $4.7 billion of SAIC’s business.
Genter joined SAIC in 2013 as the senior vice president and general manager of the Strategic Growth Markets customer group, which focused on growing market share with state, local, and commercial customers. Prior to joining SAIC, Genter held various leadership roles at CGI. Ultimately serving as vice president of Consulting Services, Commercial Markets, he was responsible for IT and business process outsourcing and global delivery. His responsibilities also spanned to software product development, geographic-based portfolio management, and industry-specific vertical (healthcare and insurance) markets.
Before his tenure at CGI, Genter held several finance and operations roles at American Management Systems. He earned his MBA in finance and strategy from the University of Rochester’s Simon School of Business, his bachelor’s degree from St. Michael’s College in Vermont, and he completed the Executive Education, General Management Program at Harvard Business School.
10. George Stancu
Company: Cognizant
Title: Government and Public Services Industry Lead, Client Partner – AVP
George Stancu is an AVP based in the Cognizant Melbourne office with a strong background in digital transformation, business development, and solution architecture spanning over 20 years in the technology space globally.
Over the last five years, Stancu has focused within the public sector space in the region delivering strategic fast paced digital transformations to government organizations and is currently leading the Government and Public Services industry vertical for Australia and New Zealand at Cognizant. Prior to his current role with the company, he worked for PricewaterhouseCoopers and Accenture in Europe and Australia.
Above and beyond his role with Cognizant, Stancu sits on the board of directors for a not-for-profit, Groomed to Go (part of the Dress for Success network) as Vice President. He has a bachelor’s degree from the University of London and is currently finalizing his executive MBA.
11. Elaine Beeman

Elaine Beeman is the Chief Leadership Officer (CLO) and the Civilian Portfolio Lead for Accenture Federal Services (AFS). In this dual role, she assures outstanding client delivery through strong organizational culture, founded in the core principles of human impact, belonging, and ingenuity. As CLO, Beeman collaborates closely with leaders across the business to ensure an exceptional experience for all employees, with a focus on engagement, community building, I&D initiatives, and developing strong career advancement and leadership development opportunities.
Through her leadership of the company’s Civilian Portfolio, Beeman supports federal agencies in achieving their strategic, operational, and technology mission goals to deliver meaningful impact for the American people. Her diverse portfolio includes the Department of Education, Commerce, USPS, Amtrak, GSA, OPM, HHS/CMS, SSA, Treasury, IRS, SEC, FDIC, Interior, and USDA.
Beeman’s career with Accenture spans nearly three decades. After leading a series of major change management and technology programs, she was tapped to lead Accenture Federal Services’ customer relationship management practice for the Health and Public Service business in 2009. In 2010, she became the head of the company’s Management Consulting Business. Beeman assumed leadership of the Civilian Portfolio in 2015, and she was elevated to CLO earlier this year.
12. Antoine Nasr
Company: Kearney
Title: Partner and Global Lead – Public Sector
Antoine Nasr is a Partner and the Global Lead, Public Sector for Kearney. In his 18-year consulting career, he has helped governments and private-sector organizations define national visions, develop their strategies, and transform their performance and results.
Nasr is currently based in Dubai; his passion is seeing growth in the region he grew up in and helping nurture that growth, and he sees building relationships as one of the most fulfilling parts of the job. He believes in always being open to new ideas, and that openness extends to bringing junior consultants along, helping them grow and develop into the firm’s next-generation owners. This adds to the huge variety of experience that can be gained at Kearney.
Nasr joined Kearney in 2015 and previously worked as a principal at Booz & Company and as a consultant at Oracle. He earned an MBA with distinction from INSEAD and a Bachelor of Engineering with distinction in computer and communications from the American University of Beirut.
13. Julia Harrison

Title: Senior Managing Director and Global Head of Public Affairs & Government Relations
Julia Harrison is a Senior Managing Director at FTI Consulting. Working in the Strategic Communications practice, she is the Global Head of Global Public Affairs & Government Relations and is based in Brussels.
A political communications specialist, Harrison specializes in board-level advice and was previously CEO Europe of Fleishman-Hillard. She has 30 years of public affairs experience and has worked at the highest level across sectors and industries.
Harrison is a founding board member of the Women's Forum for the Economy and Society. She has held various Non-Executive Director and leadership roles and was Vice Chair of the Downing College Campaign Committee and their successful £20 million fundraising campaign. Harrison has an MA Cantab in English literature from Downing College, Cambridge.
14. John Wolff
Company: Kearney
Title: Lead Partner – Global Aerospace & Defense
John Wolff leads Kearney’s Global Aerospace & Defense practice, serving government and industry defense clients around the world. He is now in his 26th year with the firm, and after working across multiple industries for eight years, he began working with the U.S. DoD in 2005.
Wolff has been in the practice lead role since 2020 and has rapidly expanded the firm’s presence to multiple countries’ Defense Agencies and industrial bases. Building upon a wide range of strategic operations and organizational improvement capability, under his leadership the practice has pressed into several new areas, including advanced analytics, adoption of Industry 4.0, and development of AI tools for supply chain risk management. Wolff also leads Kearney’s broader “ATI” industry practice group for the Americas region, adding Automotive, Transportation, and Diversified Industrials teams to his list of sector responsibilities.
Wolff has served on Kearney’s Global Partner Selection committee that elects new Partners, and now on the Global Talent Team that oversees broader Partner development and career track. He also led Kearney’s Washington, D.C. office for four years. Wolff earned a Bachelor of Business Administration from the University of Michigan – Stephen M. Ross School of Business, graduating with High Distinction.
15. Bryan Zumwalt

Since taking the helm of FTI Consulting’s government affairs practice in early 2021, Bryan Zumwalt has built one of the fastest growing government consulting practices in Washington. As an advocate, he has achieved regulatory and legislative victories that have impacted the bottom lines of some of the world’s most iconic companies.
Zumwalt began his career working on Capitol Hill, where he served in both the House and the Senate, including as Chief Counsel on two Senate committees (the Committee on Environment and Public Works and the Committee on Small Business and Entrepreneurship). He has extensive experience successfully navigating complex policy issues through integrated campaigns, and has consistently been recognized as one of D.C.’s top lobbyists.
Most recently, Zumwalt was Executive Vice President for Public Affairs at the Consumer Brands Association (CBA). Preceding CBA, he was Vice President of Federal Affairs at the American Chemistry Council, where he was responsible for developing and leading comprehensive advocacy campaigns across a broad range of issues impacting the chemicals industry. He led all lobbying initiatives and successfully executed some of the most difficult public policy issues, such as the reform of the U.S. Toxic Substances Control Act (TSCA). Zumwalt earned a JD from Case Western Reserve University and a Bachelor of Science in business and marketing from the University of Idaho.
16. Gemma Cotton

Title: Partner
Gemma Cotton is a Partner based in Bain & Company’s London office. Bain is a global consultancy that helps the world’s most ambitious change makers define the future. Across 65 cities in 40 countries, Bain works alongside its clients as one team with a shared ambition to achieve extraordinary results, outperform the competition, and redefine industries. It complements its tailored, integrated expertise with a vibrant ecosystem of digital innovators to deliver better, faster, and more enduring outcomes.
Cotton is a leader in the firm’s Financial Services and Technology, Media & Telecommunications (TMT) practices. She primarily advises clients across financial services and TMT on customer strategy, with deep expertise in driving customer-led growth through Net Promoter Systems, digital transformations, and omnichannel excellence. She also works extensively with the firm's Social Impact clients, using professional expertise to drive social good. Prior to her current role, Cotton served as a principal for Bain. In 2014, she was named in The Financial Times's Timewise Power Part Time List. She holds a master’s degree in human sciences from the University of Oxford.
17. Sanjin Goglia
Company: Bryan, Garnier & Co.
Title: Managing Director
Sanjin Goglia served in senior leadership roles at Atos, including Global Head of Sales Mission Critical Systems, from 2013-2021. He joined Atos in April 2013 as Head of Identity, Security, and Risk Management working on large global deals. In 2016, he joined the Big Data and Security team with responsibility for the Homeland Security business.
Goglia was appointed Managing Director of Bryan, Garnier & Co, a leading pan-European investment bank focusing on growth companies, in May 2021. Based in Paris, in his new position Goglia will help develop Bryan, Garnier & Co’s business and strategy in the rapidly growing cybersecurity and compute infrastructure markets in Europe. Goglia has a distinguished career in digital security gained from working at large corporations such as Siemens and Deloitte as well as small start-ups focused on data analytics, providing IT security solutions and services to national security agencies as well as financial services and life science customers.
Goglia holds an Executive Master in finance from HEC Paris; a Master of Advanced Studies in management, technology, and economics from ETH Zürich; and a Master of Electrical Engineering in mechatronics, robotics, and automation engineering from the University of Zagreb.
18. Doug Liddle
Company: BAE Systems Applied Intelligence
Title: Chief Executive Officer – In-Space Missions
After leaving Oxford in 1993 with an MA in physics, Doug Liddle joined the Defence Research Agency (now QinetiQ) to work on all things space, including radar surveillance, space radiation, spacecraft dynamics, and military communications systems.
In 2001, Liddle moved to Surrey Satellites to become a spacecraft systems engineer. Over the following years, he developed several new spacecraft, including Europe’s first Galileo demonstrator satellite, GIOVE-A; ran the Science and Exploration business unit; and delivered multiple satellites and optical imaging payloads including the U.K.’s first cubesat.
In 2015, Liddle created In-Space Missions, a company founded to develop new pace enabled services and offer expert consultancy to industry, academia, and government. Since 2015, he has variously run the U.K.’s rocket program; led the technical development of a disruptive innovation center; developed a commercial demonstration platform for space; and initiated a company delivering real time video and immersive experiences from space. Liddle also sits on a number of industry advisory boards and takes an active interest in STEAM outreach.
19. Agnieszka Gajewska
Company: PwC
Title: Global Government & Public Sector Leader
Agnieszka Gajewska leads the PwC Government & Public Services network of more than 12,000 professionals, helping governments around the globe maximize positive impact for their citizens. For the last 20 years, Gajewska has worked globally supporting governments, international institutions, and the private sector in the origination and implementation of projects to achieve sustainable growth. She has advised on public sector transformation, structural reforms, digitization, and ESG, working with the clients and driving large scale engagements in more than 30 countries, including advisory contracts for multilateral institutions like the European Commission, World Bank, European Investment Bank, and United Nations Development Programme.
Gajewska also leads the ESG agenda across 29 countries in Central and Eastern Europe, and advises clients in both the public and private sectors on their green transformation. As a leader, she is a great supporter of diverse teams with different skills and backgrounds to think outside the box. She proudly mentors young women as a part of the Vital Voices programme and leads the PwC Poland Foundation.
Gajewska believes that building meaningful, efficient cooperation is crucial not only on a team or a firm level, but on a much broader scale. A sustainable, inclusive, and prosperous future for all requires cooperation across sectors, industries, and regions, across public and private institutions, and civil society. Gajewska worked for PwC from 1999-2007 as an assistant director before spending time as an associate director at Depfa Bank and as a partner at InfraLinx Capital. She returned to PwC as a partner in 2016 and assumed her current role in October 2021. She holds a PhD in economics and finance and an MA in economics, finance, and banking from the SGH Warsaw School of Economics.
20. Roz Brooks

Title: Principal and U.S. Public Policy Leader
Roz Brooks is PricewaterhouseCoopers’ U.S. Public Policy Leader and is based in Washington, D.C. She leads PwC’s engagement with government officials and other policymakers to communicate the firm’s perspective on issues, manage risk, and highlight opportunities for PwC stemming from government action. Building and maintaining trusted relationships is indispensable to Brooks’ job. Her role lets her leverage her intellectual curiosity and passion for people. She and her team lobby federal, state, and local governments on issues affecting PwC and the broader profession. While PwC is her team’s primary responsibility, they also engage with client teams and clients to provide insights on the policy agenda in Washington, D.C.
Brooks believes in mentorship—full stop. She serves on the boards of GlobalWIN and Financial Services Professionals, organizations whose missions are rooted in mentorship. She is responsible for ensuring PwC has a voice in important debates at the nexus of business and government and helping the firm successfully execute its business strategy. She leads PwC’s engagement with Congress, the White House, regulatory agencies, state and local governments, and organizations including trade associations, think tanks, and NGOs. Brooks started at PwC in 1996 as a tax associate and worked her way up from there. She earned a JD from the University of Michigan Law School, an LLM in taxation from the Wayne State University Law School, and a Bachelor of Arts in English and psychology from Stanford University.
21. Tobias Aebi

Title: Senior Principal
Tobias Aebi is a Senior Principal with Arthur D. Little’s Dubai office. He has been with the firm for eight years and is currently heading its Aerospace and Defense practice in the Middle East. Aebi helps clients throughout the Middle East and Europe with their strategy, organization, and transformation challenges. He makes a difference for his clients by developing cutting-edge and tailored solutions side-by-side with them.
Aebi is a thought leader on how to future-proof public and private aerospace and defense stakeholders alike and is author of various publications on this topic, such as “The Space Agency of the Future.” He holds a master’s in finance and a CEMS Master’s in international management from ESADE Business School in Barcelona and Hong Kong University of Science and Technology. He also earned a Bachelor of Arts in business administration from the University of St. Gallen.
22. Amanda Bonser

He later joined the banking industry, working for the Bank of Beirut and Banque BEMO sal, managing risk and credit portfolios reaching up to $1 billion. He went on to become a senior manager at PricewaterhouseCoopers (PWC) Middle East, where he served in the Beirut, Riyadh, and Dubai offices across different practices, from CIPS and government consulting to deals transaction services and corporate finance. He managed and delivered some of the highest impact engagements across the MENA region, working with leading private and public sector entities. He also worked extensively on the GCC visions, mainly Saudi Arabia Vision 2030 and UAE Vision 2051. Most recently, he served as the Deputy CEO of one of the leading agtech companies in the MENA region.
Elirani is a CFA Charterholder and Certified Financial Risk Manager (FRM), Six Sigma Black Belt, and Financial Modeling & Valuation Analyst (FMVA). Maheshwari has rich experience in supporting A&D clients with business consulting services (Model Based Enterprise 2.0, MRO Advisory, A&D Taxonomy for Parts, Project Accounting), SAP led business transformation (IP & Products) with benefits realization, Intelligent Process Engineering for A&D Business Value Chains, manufacturing shop floor software engineering, enterprise analytics, digital workplace, Hybrid Cloud (GOV/FedRAMP Authorized), Networks, and Cybersecurity & IT managed services.
Maheshwari has worked on internal HCLTech projects in partnership with export compliance teams that were focused on ensuring its U.S. Global Delivery Centers’ ITAR Compliance, ISO 27001/DFARS 252.204-7012/CMMC certification, and Data Sovereignty needs.
