its dam safety program for the next ten years. This cost is on top of the billions that could be required to rebuild or repair dams that are deemed to be in "poor" or "unsatisfactory" condition, such as those at El Capitan, Lake Hodges, Lake Murray, and Morena Reservoir.

The first steps towards signing the contract with GEI Consultants were taken by the infrastructure committee of the municipal council on June 26, 2024. Condition assessments, planning and engineering support, environmental compliance, permitting and regulatory support, community engagement, asset management, and program management are just a few of the services that GEI will offer if permitted. Additionally, two local water agencies, the Santa Fe Irrigation District and San Dieguito Water District, are pursuing legal action against San Diego over the loss of access to water from Lake Hodges, following the release of billions of gallons from the dam. The committee members voted unanimously in favor of the contract.
